Overview of the City & Guilds Level 2 Adult Social Care Certificate (2026 Update)

Strengthening Workforce Competence for Modern Adult Social Care

The City & Guilds Level 2 Adult Social Care Certificate (3096-02/22) has undergone significant enhancement to align with the evolving needs of the adult social care sector and the revised Adult Care Worker Apprenticeship Standard (ST0005). The updated qualification provides a comprehensive, practice-focused framework that equips adult care workers with the knowledge, skills and behaviours required to deliver safe, effective and person-centred care in today’s complex care environments.

Employment opportunities range from residential care homes and care-at-home services, to supporting individuals to develop skills that enable them to live their lives with increasing independence and to reach their full potential.

What’s New in the 2026 Version?

The 2026 update represents more than a routine revision. It introduces a stronger emphasis on workplace competence, direct observation of practice, professional discussions, digital care skills, safeguarding, mental health awareness, and learning disability and autism support. These changes ensure that learners are prepared to meet current regulatory expectations and provide high-quality care that reflects contemporary best practice across health and social care services.

Key improvements include:

  • Full alignment with the revised Adult Care Worker Apprenticeship Standard.
  • Enhanced assessment requirements, including mandatory direct observation and professional discussion.
  • Clearer evidence expectations for learners and assessors.
  • Expanded safeguarding content, including online safety and modern forms of abuse.
  • Greater focus on digital technologies, information governance and cyber security.
  • Strengthened learning outcomes relating to mental health, dementia, learning disability and autism.
  • Recognition of national initiatives such as the Oliver McGowan Mandatory Training framework and Learning from Lives and Deaths (LeDeR) reviews.
  • Increased emphasis on equality, diversity, inclusion, human rights and personalised care.
